July 14, 2015: Gov. Gina Raimondo signs S-0168 making Rhode Island the second state to replicate non-discrimination provisions of Section 2706.
Bill Introduced to Mirror Section 2706

Rhode Island state senator James E. Doyle II introduced this bill to bring the legal direction and intent of Section 2706 of the Affordable Care Act (ACA) to the governance of the state’s health care provision statutes.
“…would prohibit a group health plan and a health insurance issuer from discriminating with respect to participation under the plan or coverage against any health care provider who is acting within the scope of that provider’s license or certification under applicable state law.”
Rep. McNamara represents District 19 which includes the Providence suburbs of Warwick and Cranston. He is chairman of the state Democratic Party and is chair of the Committee on Health, Education and Welfare. (Additional authors of the bill include Samuel A. Azzinaro, K. Joseph Shekarchi and Jan P. Malik.) The state’s association of Nurse Anesthetists were instrumental in moving the legislation through committees.
